Awarded for actions during the Vietnam War

The President of the United States of America, authorized by Act of Congress July 9, 1918 (amended by an act of July 25, 1963), takes pride in presenting the Silver Star (Posthumously) to Corporal [then Private First Class] William Edwin Carter (ASN: 51887340), United States Army, for gallantry in action while engaged in military operations involving conflict with an armed hostile force on 16 September 1959 while serving as a grenadier with Company B, 2d Battalion, 60th Infantry Regiment, 3d Brigade, 9th Infantry Division, in the Republic of Vietnam. On this date while sweeping through thick nipa palm in Long An Province, the platoon of which he was a member came under intense small arms fire from a well-fortified enemy force. Disregarding his own safety, Private Carter moved into an exposed position and placed accurate grenade fire on the hostile positions while his comrades maneuvered into effective fighting positions. He then flanked one of the hostile emplacements and, though wounded by enemy fire, silenced the position with a high explosive round. Continuing to disregard the hostile fusillade, Private Carter crawled to within a few feet of another bunker and eliminated it as well. While assaulting another fortification, he was mortally wounded by the enemy fire. Private First Class Carter's outstanding courage, determination and devotion to duty were in keeping with the highest traditions of the military service and reflect great credit upon himself, his unit and the United States Army.
