I came to pay my respects
I didn’t know Randall but as an ex soldier and a Phelps I wanted to pay my respects to a hero. I visited the memorial wall on Aug 6th 2019 from the UK.

Never Forgetting My Brother
My Brother, Randy, gave his life to this country. He died in Viet Nam on April 8, 1968. It has now been 51 years and I am sorry I did not get the chance to know him as an adult. I have cried many times for my Mom and the loss of losing her Son and first born child and the pain she endured. On June 1, 2019, there is a dedication of a bridge in our hometown of Clinton Camp (Barrett) WV honoring his memory. My Brother, you have never been forgotten and you have always been missed and loved. Your Sister.

Joker
To be an upper classmate he never acted like that to me. We weren't buddies but we were good friends. The one thing that you would learn about Randy was that he was just like me...He was awful about telling a Joke! To me, when I "try" to tell a joke I'm searching for attention, I guess. Wanting to make people like you. Well I think Randy was the same way. He was always smiling, laughing, happy whatever he was doing. He just went that extra mile for others to like him, and it Worked! I'm sure he had no problems with anyone, he could't. How could he with that big smile he would give you if you would try to be ornery.
